Search the FAQ for entries containing:
If it's a personal DM (direct message) written specifically for that person, sure.
If it's basically a "hey, thanks for following me! check out my website at xxxx," then I strongly advise NO.
Why? Because it can be interpreted as a bit obnoxious and spammy. The person just started following you so likely already knows about your website.
